A transferred licence carries its original priority date. Under Section 83, the province may apply a holdback, retaining a portion of the transferred volume for the environment.

When an irrigation district sells allocation outbound, Section 82 can require a referendum of district water users above regulated thresholds, on top of board approval.
Since March 2026, Section 81.1 requires applicants to submit their agreements and any price paid. Publication rules for disclosed prices are being drafted.
